Agent Dialer - stuck logging in

After multiple install attempts and spending hours reading the forums (most seem way to old 3-4yrs old and dont have alot answers. Can someone please help me?
Clean ISO install - VirtualBox [GOautodial-4-x86_64-Final-20191010-0150]
I follow the directions as outlined and i still cant get the agent dialer to work. it says: "Logging in to your phone. Please wait..."
google chrome shows an error " jssip-3.4.4.js:25187 WebSocket connection to 'wss://192.168.4.128:4443/' failed: "
If I try to ping(powershell) 192.168.4.128:4443 it fails

Settings at:
  • /var/www/html/php/Config.php
  • /var/www/html/php/goCRMAPISettings.php
  • /etc/kamailio/kamailio.cfg
  • /etc/rtpengine/rtpengine.conf
    all match the V4Guide.

Before Agent login: systemctl status Kamailio shows no errors.
After Agent login: systemctl status Kamailio shows Errors. below.

In my earlier post i mis-typed: If I try to ping(powershell) 192.168.4.128:4443 it fails works!
