The IP address of my server changes every time i restart my server .
I have Goautodial CE 3 . Help me to have a fixed IP for my server.

You can set a static IP by following the steps on our Getting Started Guide http://goautodial.org/projects/goautodialce/wiki/Goautodial_Getting_Started_Guidev3 "How to Configure Static IP"

But i dont have a ststic ip connect from my provider and if so can you help in a brief how to setup DNS and primary ip

Set your server to have a private IP address that is static. This way, it doesn't matter if your public IP address is dynamic.
