call data not showing in web panel of agent

i disable WEBRTC and we use soft phones
the problem is than from time to tile there is a conversation on a softphone
but on a web there is no customer data -- so the agent cant add notes and cant put call conclusion (NI,Sale DNC etc)

why it may happen ?
