Understanding auto generated Dial Plan

Can any body help me understanding below dial plan?
this plan is auto generated by goautodial 3.0, i read some tutorials but all are different from below.
exten => _8980836653.,1,AGI
exten => _8980836653.,2,Dial(SIP/${EXTEN:10}@goautodial,,tTo)
exten => _8980836653.,3,Hangup
Moreover, i need to restrict dial out some numbers starting from 93,92,91 etc and allow rest of the world.

The auto generated dialplan strips out the first 10 digits (EXTEN:10) and just sends the remaining digits to the carrier.
exten => _8980836653.,1,AGI exten => _8980836653.,2,Dial(SIP/${EXTEN:10}@goautodial,,tTo) exten => _8980836653.,3,Hangup
Can you tell us what country and dial format are you going to call?
