Hello - I experienced the exact same symptoms on install as is mentioned above and then now when trying to log in. I am getting a connection refused error. Would anyone be able to help with some basic troubleshooting? I followed the from scratch guide exactly. Thanks in advance for your help.

We just updated the scratch install HOWTO. There were some packages missing in the installation. Please test and let us know how it goes.
