no ringing when we place calls

We just got up and running and when we place a call in manual mode we do not hear anything, no ringing just a beep informing that the call is placed. This happens on about half of the calls, on the others we can hear the ringing then the client will answer the phone and all is good. But we have agents that just sit there waiting for something to happen then they have to hang up the call and place the next one. One the top of the screen we can see text that says countdown to ringing or something like that, and the second are counting up showing how long we are on the call. Again this happens about half of the calls on the same systems in the office and from remote systems logged into the same server.

Most ring issues on manual calls are carrier dependent if you're using VoIP. Most carriers that do LCRs (least cost routing) often don't have the ringing sound when you're dlaling manually (got lost somewhere among the carriers).
