check the following commands and also post your asterisk cli while logging in as agents.
1. check whether Onhook =Y is enabled for that phones.
2. check asterisk is running asterisk -vvvvr
3. check how many screen running screen -list
4. if you have changed your server then run the update ip script /usr/share/astguiclient/ADMIN_update_server_ip.pl

In outbound campaign dialing (Destination UK) i get blank calls hitting the calling floor with no responses (Dial method Ratio) and i am using routing extension (VDAD)8369 for answering machine detection and Maximum dial timeout as 26 seconds.
Please help me to avoid blank calls hitting the floor.
