Timezone problem

Hi, i have proble with Default Local GMT.

If i set Default Local GMT "0.00" i get time 8:00:00 in web interface
If i set "7.00" i get time 15:00:00
BUT, If i set "8.00" i Stil get time 15:00:00, WHY??? i gess i shuld get "16:00:00"
and if i set GMT "9.00" i see time 17:00:00......

How can i get my time 16:00:00??? And why in happen?

I do it after OS installation. The "date" command in shell output right time.
