Hangup Xfer Line greyed out on transfering to local phone login

Hi. I was testing to do Transfer Conference to a local phone extension. I can dial well like (ext 8888) but the Hangup Xfer line is greyed out.
I tested the Dial Override, the same. I tried typing the extesion or using the D1 (hot key) .. still the same.

Some help would be greatly appreciated. I tried to use an old agc works perfectly well. Is this a problem with the vicidial.php script ?
