Bug in user permission

Hi all,

i have a real problem with the permission on the user group panel. I have to set one user with don't see inbound section but when i remove the relative flags in the admin panel the permission doesn't work, because when i login with this user i can read, modify, delete the inbound section!!

i hope in your help because i have to put in production the server and i have really hurry.
