STOPPING FAIL2BAN (Problem)
It never stops !!
That happens when i try to do a REBOOT or shutdown
Any clue guys ?
Ps:
Actually, took over 8 mins to reboot....

Try rebooting using:
shutdown -rn now
Not sure why fail2ban is taking quite some time to terminate. Might be some incorrect settings.
