Hi Dev Team,
The Add Carrier Wizard should start with Step1 when there are no carriers available/created in the Carriers page. To replicate the issue i deleted all the carriers and Navigate to Admin settings Carriers the Add new carrier wizard prompted on Step2 instead of Step1 where the user can choose the Carrier type between GoAutoDial-JustGoVoIP and Manual. Please see the screenshot for your reference.
