Registration for '0xxxxxxx' timed out, trying again (Attempt #16)

I've made complaint to my ISP concerning this matter, and they've had to fix it on 3 different occasions now. I have observed also that while it gets registered, any attempt to make an outbound call fail and the registeration for the SIP account times out again. Please what can I do seeing I've had to meet with my ISP on this same issue on 3 different occasions. Anyone with the solution should kindly offer assistance ASAP.
