Missed call campaign with vTiger integration for lead management, click to call

Hi all, I have a situation here,

I have a goautodial 2.1 server with PRI cards. I will be running a missed call campaign. Clients wud call me and it will automatically hang up (and the caller is not billed). The vTiger should be able to catch the lead. Agents will login to vTiger and call those leads (Click to call feature). When he is connected, he should be able to get some data from the other party and should be able to place an order.

The concerns are,
1) I should be able to track the unanswered numbers.
2) I should be able to randomly distribute the leads to my agents.
3) The other party should not be billed, the calls shuld not go to voicemail etc..
4) We should be able to make a disposition to non contacted number.
