Hi,
Did you follow the steps on how to update and upgrade your dialer? How are you trying to access it via web portal? Did you check the httpd status. Please check all the details and let us know how it goes.

There may be possibilities that vm and host machine's network is in different vlan. make sure they are both part of the same network.
also verify if the apache/web server is running
After ssh login, from the # prompt, run following commands to verify if the apache service is running

if no output run - service httpd start
