Available Only Tally Threshold

I've seen the Available Only Tally Threshold option in some version of ViciDial, I'm not sure which, it was on a hosted solution we used a while ago. I was wondering what I would need to do to get on my GoAutoDial I have just setup. (I'm running GoAutoDial CE 2.1) Thanks in advance for your input.
