Can't login to admin page after database restore

I have a GoAutoDial CE 2.0 box version VERSION: 2.2.1-237, BUILD: 100510-2015.
I ran the backup with # perl /usr/share/astguiclient/ADMIN_backup.pl and restored the database and config files to a cloned server with the exact same version of GoAutoDial: VERSION: 2.2.1-237, BUILD: 100510-2015. I then ran the ip upgrade script to update the new ip address. Unfortunately, after the restore I can't login to the admin page with any account. I can't login with any of the existing admin accounts or with the default admin/vicidialnow. I can log into the agent interface just fine, but the admin page won't let me in with any username or password. I verified that the accounts still exist in MySQL by looking at the vicidial_users table in mysql. Does the restore break something with the asterisk database or users table?

I really need to get this database restored as the original server has been hacked and I want to get rid of it.
